* (Disclaimer: This video content is intended for educational and informational purposes only) * Redding, California — On September 12, 2024, 38-year-old Fredrick “Rick” Phillips, was stopped by an officer with the Redding Police Department (RPD), on Bechelli Lane for a speeding violation. Phillips refused to identify himself as required by law for a traffic violation. Phillips was advised by the officer that he was being placed under arrest. Phillips became combative and refused to follow orders given by the officer. During the struggle, Phillips made several attempts to put his vehicle into drive. Phillips was ultimately taken into custody with the assistance of two citizens. RPD said that before being booked into the Shasta County Jail, Phillips was transported to a local hospital where he was cleared by a medical doctor. RPD said that misinformation around the arrest as well as allegations of excessive force the officer that spread online alleged that Phillips had been struck 10 times by the officer.
